Tom Huffaker

Tom Huffaker became Vice President for Policy and Environment at the Canadian Association of Petroleum Producers in March 2009. He leads a team working on the full range of environmental issues, including climate change, as well as fiscal policy, aboriginal affairs and stewardship. CAPP represents 100 member companies who explore for, develop and produce more than 90 percent of Canada’s oil and natural gas.

Mr. Huffaker was a United States Foreign Service Officer for 23 years. From 2006-2009 he was U.S. Consul General in Calgary with responsibility for Alberta, Saskatchewan and the Northwest Territories. Previous assignments in Ottawa, Moscow, Washington, Mumbai and Belgrade focused on energy and environment policy and transition economies. Four of his assignments focused on Soviet and then Russian affairs. His early career included the practice of law in California and service on the Washington staff of former Congressman Vic Fazio.

Mr. Huffaker holds a BA from the University of California, Davis, a JD from the University of California, San Francisco, Hastings College of the Law and an international economics diploma from the U.S. Foreign Service Institute.
