Dick Carter, of Regina, is the retired President and CEO of the Crown Investments Corporation (CIC) of Saskatchewan, a position he held beginning in 2010. CIC is the holding company for Saskatchewan commercial crown corporations. On a consolidated basis, CIC is responsible for over $15 billion of assets. Mr. Carter joined the Government of Saskatchewan in 2007 as the Chief of Staff to the Saskatchewan Minister of Finance.

Mr. Carter is currently Chair, Saskatchewan Health Authority Board and Board member and Chair of the Audit Committee of VersaBank.

Mr. Carter is a Fellow Chartered Professional Accountant. He was a partner with KPMG for 25 years. His experience with KPMG spanned the three prairie provinces working in offices in Winnipeg, Saskatoon, Edmonton and Regina.
