Alberta’s Climate Leadership Plan and Canada’s Paris Commitments: Implications for the provincial economy its competitiveness

Just prior to the Conference of Parties (COP) 21 meetings in Paris in late 2015, the Alberta government released its Climate Leadership Plan. The plan commits Albertans to a phase out of coal fired power generation by 2030, a cap on oil sands emissions of 100 MT/annually, and the introduction of a $30/tonne carbon price to be applied across all sectors by 2018. It is expected that adoption of this plan, especially in light of an economy weakened by sustained depressed prices for oil and gas, will have serious implications for Alberta’s economy and economic competitiveness.

Jennifer Winter, Assistant Professor and Director, Energy and Environmental Policy at the University of Calgary’s School of Public Policy will provide an overview of the Climate Leadership Plan and its expected economic implications while Trevor McLeod, Director of the Canada West Foundation’s Centre for Natural Resources Policy will look more specifically at what the province and federal government’s planned commitments mean to Alberta’s overall economic competitiveness and what will need consideration to maintain a competitive economic position.

About the Speakers:

Jennifer Winter  

Dr. Winter (PhD, Calgary) is an Assistant Professor and Associate of the Energy and Environmental Policy Area at The School of Public Policy at the University of Calgary. Her research focuses on the effects of government regulation and policy on the development of natural resources and energy, as well as the consequences and trade-offs of energy development. Dr. Winter is actively engaged with increasing public understanding of energy and environmental issues and was recognized for this with a 2014 Young Women in Energy Award. She also serves on the Future Leaders Board of Directors of the World Petroleum Council (Canada).

Trevor McLeod

As Director of the Centre for Natural Resources Policy, Trevor McLeod investigates and makes recommendations on policies that will champion the responsible development of the West’s natural resources. In 2016, this means advancing practical solutions to environmental, aboriginal and regulatory challenges that build public support without driving up the cost of doing business. Before joining the Canada West Foundation, Trevor worked as a corporate and natural resources lawyer and in strategic and policy roles in the Alberta Department of Energy. Trevor holds a B.A. and a J.D. from the University of Saskatchewan and a Master’s degree in law from Georgetown University in Washington, D.C.
