A citizen’s guide to the Clean Fuel Standard

Canada will become the first jurisdiction in the world with a Clean Fuel Standard that addresses GHG emissions from all facets of society when it comes into force in 2022. But will it actually help Canada reach its goal of a 30 per cent reduction in emissions by 2030?

The federal government is poised to publish additional regulations in the Canada Gazette, possibly later this month, kicking off a 75-day comment period. As a primer, the Canada West Foundation has released A citizen’s guide to the Clean Fuel Standard, exploring the issues and questions Canadians have around how the policy works and whether it will be effective and efficient in driving down emissions.

The report addresses key questions Canadians have about whether – and how – the CFS will work:

  • Is the policy capable of meeting its GHG reduction objectives?
  • What will it cost?
  • How will it work?
  • Who could come out ahead?
  • What are the impacts on different sectors?

Join the report’s co-authors, Marla Orenstein, Director of the Natural Resources Centre and Jade McLean, Policy Analyst at the Canada West Foundation for a broad discussion on the CFS and what needs to happen for it to be successful.

Marla Orenstein | Director, Natural Resources Centre

As Director of the Natural Resources Centre, Marla Orenstein champions the responsible development of the West’s natural resources for the benefit of all. Much of her work focuses on Canada’s energy future and how Canadian business can prosper as the world transitions to cleaner forms of energy.

In previous roles, Marla worked closely with industry and communities on the impacts of energy and resource development projects including electricity, mining, solar, wind, hydro, and oil and gas. Marla is a subject matter expert in impact assessment, and brings a comprehensive understanding of current standards and best practices of regulatory agencies, multilateral finance institutions, international agencies and industry organizations to the CWF. She is both past President and President-Elect of the International Association for Impact Assessment (IAIA) and a Fellow of the Energy Futures Lab.

Jade McLean | Policy Analyst, Canada West Foundation

Jade McLean specializes in energy and environmental policy at the Canada West Foundation. Prior to joining the organization in March 2019, she graduated from the Master of Public Policy program at the University of Calgary, where she studied public perceptions of pipeline development. She is also continuing her graduate research as a co-author for a book to be published in 2019 which looks at the impacts of energy infrastructure in Canada.

Jade brings prior experience in research, economics, Indigenous consultation, and policy development to the Canada West Foundation. She also holds a Bachelor of Commerce degree from the University of Alberta in Natural Resource, Energy, and the Environment and Business Law.
