Attention in Canada remains fixated on its place in the trade war between the U.S. and China. The fallout on Western Canada from Ottawa’s decision to impose EV taxes on China is only the most recent example.
While there has always been trade conflict between the U.S. and China, this particular rift has been, and is increasingly, global, involving other Canadian partners and markets on both sides of the Pacific and Atlantic.
This unscripted conversation with Asian-based scholar Stephen R. Nagy and Carlo Dade, who prior to CWF was Executive Director of Canada’s Latin America think tank, the Canadian Foundation for the Americas, will discuss ramifications with western Canadian and political partners on both sides of the Pacific as Canada attempts to balance its interests in the U.S.-China conflict.

Stephen R. Nagy, PhD

Stephen R. Nagy is currently Professor in the Department of Politics and International Studies at the International Christian University, Tokyo. He is also Distinguished Fellow Asia Pacific Foundation, Canada; Fellow, Canadian Global Affairs Institute; Visiting Fellow, Japan Institute for International Affairs (JIIA); 2018 AIF Fellow, Center for Strategic and International Studies, Tokyo, Japan.
His recent funded research projects are Sino-Japanese Relations in the Wake of the 2012 Territorial Disputes: Investigating changes in Japanese Business’ trade and investment strategy in China. Currently he is conducting a long-term research project entitled Perceptions and drivers of Chinese view on Japanese and U.S. Foreign Policy in the Region funded by the Japan Society for the Promotion of Science (JSPS) and participating in a book project called Chinese International Relations Theory: As Emerging from Practice and Policy.
He has published widely in peer-reviewed international journals on topics related to trade, nationalism, Japanese maritime security policy, and China-Japan relations. He has also published in think-tank and commercial outlets such as the China Economic Quarterly and the World Commerce Review on trade and political risk.
Carlo Dade
Director, Trade & Trade Infrastructure, CWF
Carlo Dade is one of the country’s leading voices on defending and advancing Canadian and western Canadian trade interests in Canada and abroad. He leads work on development of a national trade infrastructure plan and renewal of the nation’s trade corridors. His research and advocacy are playing a critical role in the achieving better trade agreements and drawing attention to the often-neglected importance of the assets and systems critical that move products to markets. He has a reputation for developing creative solutions to some of the major challenges facing Canadian exporters and defending Canadian interests in trade with China and the U.S. He is the author of the chapter “Keep your friends closer: Managing economic relations in the Canada-US-China Triangle” in the 2022 edition of Canada and Great Power Competition.
As Director of the Trade & Trade Infrastructure Centre, Carlo has a long history in international public policy including as Senior Fellow in the University of Ottawa’s School of International Development and non-Resident Senior Associate at the Center for Strategic and International Studies in Washington, D.C. He is also a member of the Mexican Council on Foreign Relations (COMEXI).
